I can tell you in our trucks, it is the GWM module's job to verify contents in update packages and sign off on them. I have seen updates fail due to software mismatches and checksum errors. From what I have learned here, your logic seems sound as far as what these preparatory updates are for.I wonder if some of these "prepare for future updates" are related to the digital signatures of the software. Given the modules have disparate manufacturers who also provide their respective software, it's somewhat likely that the certificate chain of trust needs to be updated semi-frequently to ensure future updates can be delivered/applied when they are available. At least, I would hope they are verifying the digital certificates on the software as part of the OTAs.
