That's not quite right. You have to open the mainline breaker to prevent that. You should do that for another reason. If power were on the main line when you brought power in, there would be an explosion and likely fire. Similarly if power were restored with that mainline breaker shut you'd have the same.

That's my point - too many knuckleheads *WON'T* open the main breaker. It's a dangerous hack for many reasons.
