Bed cover before installing liner or after?

I will be installing a liner and tri fold bed cover , would like to know which one should I get installed first . I have read that installing bed cover on a liner can be tricky . Advice please

Do the bed cover after the liner If you can. You will have to take off the bed cover to put any liner in that is more than a bed rug.
