Connecting Pandora from my cell phone.

I have had this issue with my previous truck as well (2018 F-150). I'm trying to connect my Pandora to the truck via Blutetooth. If I close everything on my phone, turn on the Pandora app and then start the truck it will connect 7 times out of 10. I can always switch to the Bluetooth audio option but, If it's supposed to work, why doesn't it? I have gone through all the settings on my phone and I've looked through all the settings on the truck to no avail. According to all the settings, it should auto start. I'm using a Samsung Galaxy S9, if that makes a difference. The phone always connects for calls and audio. It just doesn't recognize Pandora. Even with Pandora running on my phone and using the "search for mobile apps" function, It comes up empty. What am I doing wrong? Thanks for any insight.
