HDPP does too.
I believe you'll find that purchase of the HDPP (option code 627) requires purchase of the separate Max Tow Package (option code 53C) and on the window sticker for trucks so equipped the Max Tow Package is listed as a separate line item.

So, for most folks, the direct way to determine if they may be subject to this issue is to simply look for the Max Tow Package option on their window sticker, with or without HDPP.

Please, who is "they" and what / where is this "hardening sealer" you reference?
Could be excess thread locker that hardened. However it almost looks and smells like burnt bearing grease. Judging by what seems to be carbon on the piece… it’s an interesting twist.

This is a trip down the rabbit hole times one thousand!!! FWIW, that evil donut does not look like any dried loctite I've seen. Is it still semi-flexible?

I have brand new ones.
I'll see if it's easy to disassemble.

Honestly, when I held them in my hands, still in the bag, they felt solid like one piece.

Looks the same to me...
Ford F-150 Looks like another axle bolt shear… rear axle washer from washer - bolt assembly

The black stuff is kind of sticky and still flexible. Probably could use tool and scrape it all out if I was inclined to do so.

That material is there to help center the washer to the bolt as well as prevent the washer from falling off when not installed. Removing it on new installs would cause uneven pressure against the bolt head mating surface when torqued.

On the new bolt assemblies it's pretty damn close. Once installed it's likely the material shifts causing it to be off center if/when removed. Since these are stretch bolts it won't matter if it does shift since you would replace them with new ones anyway.

I’d like to see the actual stress analysis documentation.

pretty sure we’d see that material is unneeded.

I’m willing to bet it wasn’t ever done, at our work we’d typically never analyze the actual fastener but rather just pick one that was stronger than what the reaction loads were

Mind you figuring out the true loads can be Garbage in —> garbage out

I posed the question earlier. Why not go with a 12.9 hardness bolt instead of a 10.9?

Because a harder bolt is likely not the answer. It’s not a tensile break. If it is and not showing elongation, then other factors are at play.
