The best I've used in the past for white letters on tires was billo pads with the blue soap!
Don't run white letters anymore so haven't used in quite awhile.

Man do I wish the 4x2 came with white letters. Bleche Wite is also good for cleaning tires that have that slight brown color over time. It’ll make them look new again. Then use a tire shine that is water based.

I took it to a local paint shop and had it done.
It's not that hard but I'm lazy..
He charged me $150.
