Help - How to remove wiper arms

An odd request, but due to damage need to replace wiper arms (not blades but metal arms). I see there appears to be cap over nut where it attached to cowling. Any insight on how to get cap to pivot “up” or “open” would be appreciated. If someone might share repair diagram even better. Thanks so much!
