Are we sure this is a mannequin? I'm from this general area and was sent a picture (from a friend) of this exact truck with the exact same license plate and 96 sticker 2 weeks ago (3/7). If it was a mannequin, it wouldn't have been on the road that early correct?

My thoughts exactly. Why would a mannequin at a FL dealer have manufacturer license plates? It seems more likely that they're doing a promo visit at this dealer.

Looks like it is lightning blue. If it is in Ft. Myers, its not far from the Tampa Bay Lightning, who just happen to have the area outside the arena sponsored by Ford now.

Seems like a great spot to park a lightning and showcase it.

Yes, it's Atlas Blue. Not dark enough to be Antimatter. It looks sharp regardless of whether it's a mannequin or not.
