I live in south Louisiana....
I currently have SPD Performance Alpha Hi-Flo catted downpipes and SPD Performance HX series cat-back exhaust..
My end goal is to have true 3" dual exhaust to better evacuate the exhaust gases for my current Horsepower level(640+rwhp).

..the problem is, the Heat Exchanger is a major choke point.
Can it be removed/bypassed/or something, so I can install a freer flowing exhaust?

If you go to true duals, i would think having the heat exchanger on one side shouldnt hurt you that much for flow since you halfed the amount of exhaust going through and should keep everything working until someone figures out how to remove it entirely.

so anything can be removed. The exhaust heat exchanger is essentially part of guess you could call the emissions system. The way I understand it. It’s only going. Life is to assist the engine to operating temperature more quickly.

If the exchanger helped engine temperature to get up to operating range faster, then putting bigger tires on my Powerboost did more for engine warmup than the exhaust flow restrictor ever did. The stock vehicle doesn't spend that much time in all electric mode, but with AT tires it's <5% of miles. I'm just not seeing the benefit.
