That is possible except would the NHTSA sign off on a no-solution after the recall was initiated.

That would make the assumption someone still works at the NHTSA to sign off lol.

Yeah, that aspect of the situation is a bit of a puzzler

There has to be a logical reason why the failure rate isn't consistent for all year models from Job1 2021 to the Job2 2024.

Something ISN'T the same about the various "batches", if you will.

Oh, and because we don't have ANY current information to suggest otherwise, I can afford to speculate.

Bolt & torque at assembly? There's only so many potential differences in the 4 year production history.

I simply use a different bolt and I back off (considerably) on torque. And I consider the bolt disposable. Treat it like a spark plug or an oil filter. Price is commiserate.
