I think it probably wouldn't be so much of an issue if there wasn't confusing/misleading/contradictory information in the public domain and if Ford made an effort to comply with the legal requirements.

I see it the same way. And I suppose it's possible that Ford still doesn't fully understand the problem. I feel sorry for the dealers caught in the middle.
