Just to add my data point, it 100% appears when I start my PowerBoost for the first time of the day, stays while I back out of my driveway, and then goes away as soon as I put it into drive. And then I don't notice it appearing the rest of the day.

If that's a speaker they put one hell of a good quality speaker in there to put out a sound that rich. I think it really is just the motor; you can hear the sound relatively equally well from all around the front of the truck, unlike the reverse bell which is distinctly in the front driver side...
