Every once in a while I get this happening to my truck... figure it might be some magnetic interference from the micro tracker ;)?

So I'm trying to add the tailgate damper (the one that fits inside the tail light) and I ran across an issue. When removing the tailgate, I got the big harness connector undone but there's a second one and I'm not sure how to disconnect without damaging anything. I did take that grey tape off...

Does anyone know the part number for this tie down cleat? I've gone to the parts site and tried to find it but no luck. I need to order one and have looked at the tailgate parts and could not find it.
